Bios for New 2024-2025 Officers & Directors
President: Amy E. McCullough: Amy E. McCullough practices in the fields of estate planning and administration, adult guardianship and elder law at The Law Office of Amy E. McCullough, PLC in Fredericksburg, VA. Prior to relocating to Fredericksburg, she worked in Prince William, and she now serves as a Guardian ad litem for incapacitated adults in both the 31st and 15th Circuits. As a VAELA member since 2015, she has previously served on both the Education and Public Policy Committees of VAELA. She currently serves as Vice-President of the VAELA Board and also co-chairs the Public Policy Committee.
Vice President: Gorham (Rory) Clark: Rory Clark is the managing partner and founder of the Legacy Elder Law Center (Clark & Limjoco, P.C.), a four-attorney law firm that practices throughout Virginia, Maryland, and the District of Columbia. The firm limits its practice to elder law, estate planning, special needs law, fiduciary litigation, guardianship and conservatorships, as well as probate and trust administration. Rory is also the president of GuideWISE, a care coordination and caregiver support company affiliated with the Legacy Elder Law Center. He is accredited by the US Department of Veterans Affairs (VA) for the preparation, presentation, and prosecution of claims for veterans’ benefits. He has earned an "AV Preeminent" Peer Review Rating by Martindale-Hubbell. In 2022, the Virginia Law Foundation/Virginia CLE designated Rory as one of first two Qualified Master Counselors in Trust and Estates Practice in the Commonweatlh. Since 2021, Rory has been a member of the Board of Directors of the Virginia Academy of Elder Law Attorneys (VAELA) where he is Co-Chairman of the Member Relations and Communications Committee and a member of the Strategic Planning Committee. He is a contributing author to the VAELA online public resources library responsible for Medicaid/Medicare/VA and long-term care planning content.
New Directors
Doris W. Gelbman: Doris W. Gelbman is a private attorney whose practice, Gelbman Law PLLC, is focused exclusively on Elder Law. Gelbman has maintained active membership in the National and Virginia Academy of Elder Law Attorneys (NAELA/VAELA) since 2013 and serves on the National and Virginia Chapter’s Public Policy Committee. In 2023, Gelbman was appointed to Virginia’s Working Interdisciplinary Networks of Guardianship Stakeholders (WINGS). Gelbman is also the chair of the Elder Law Section of the Charlottesville-Albemarle Bar Association (CABA). Her community involvement includes serving on the Board’s of the Alzheimer’s Association of Central and Western Virginia and recently accepted a position on the Board of Directors of the prestigious Center at Belvedere (formerly known as the Senior Center of Charlottesville). Gelbman previously practiced at the firm of Bernkopf Goodman LLP in their complex civil litigation department. While transitioning her practice to Virginia,, she volunteered at the Legal Aid Justice Center in the Elder Law Initiative and for JABA where she served as a volunteer Ombudsman, advocating for residents of nursing facilities.
Lamya Moosa: Lamya Moosa is a Partner at MWM Legal Group, and since 2016 has focused her practice on special needs planning, estate planning and adult guardianships and conservatorships. Super Lawyers recognized Lamya as a Rising Star for 2022. She has also been recognized by Arlington Magazine as one of the Top Lawyers for Elder Law in 2022 and 2023, as well as by Best Lawyers In America: Ones To Watch in Virginia for 2024. Lamya serves on the Virginia advisory council for Chimes Virginia, a provider of community services for adults with intellectual disabilities, autism, and co-occurring disabilities. Lamya is a member of the Virginia Academy of Elder Law Attorneys and is a member of the Fairfax Bar Association and the Arlington Bar Association. Lamya has attended the UnProgram annually since 2017.
Andrew J. Pruitt: Andrew believes that the law works best when people’s voices are heard. After more than a decade as a prosecutor, including serving on the Special Victims and Violent Crimes teams, Andrew has handled serious and complex matters while working to ensure that victims and their families had a voice in the prosecution of their cases. Drawing on this experience, Andrew joined The Legacy Elder Law Center in 2022 to head the firm’s litigation practice. Focusing on guardianships, conservatorships, fiduciary duty litigation, and probate issues, Andrew is committed to helping families leverage the power of the courts to protect their loved ones. Andrew is licensed in Virginia and Maryland, and he has been a member of VAELA since 2023.
Joseph Z. Simmons: After earning his law degree from the University of Baltimore, Joseph established The Simmons Law Firm, PC in 2010. His office is in Montgomery County, Virginia and Joseph serves clients throughout the southwestern region of Virginia. Joseph focuses his practice on estate planning, estate administration, and guardianships & conservatorships. Joseph helps family members be appointed the legal guardian and conservator for their loved ones, and also serves as a guardian and conservator for incapacitated adults in need. Joseph joined VAELA in 2015 and since that time has been a frequent attendee of the UnProgram and the Fall Conference. Throughout his years of membership he has enjoyed the collegiality and support of the VAELA community. In his spare time Joseph enjoys reading and films. Joseph has previously served on the Board of Directors and as Board Chair for the Lyric Council, a non-profit organization that owns and operates the historic and independent Lyric Theatre in downtown Blacksburg, Virginia.
